These sites follow a different set of laws, making them legal and available in almost every state in the United States.
Depending on the site, you can play a mix of casino games such as slots, table games, and even live dealer games.
There are some stark differences between these sites compared to traditional real-money online gambling sites, though, and below, we'll examine the state of online gambling in The Empire State, retail sites, and much more.

Welcome Bonus: 25 Stake Cash + 250,000 Gold Coins

It’s pretty safe to say that Stake.us is the best sweepstakes casino on the market today. On top of the 25 Stake Cash and 250,000 Gold Coins you receive, Stake.us is known for offering other promotions, including Slot Battles, Gold Coin Races, drops, and more.
Here, you can play many games, including slots, table games, and scratchers. Most sweepstakes casinos only have a few table games, but Stake.us has at least one of each popular type, such as HiLo, Roulette, Video Poker, Baccarat, and more.
On the side of the page, you’ll see a chat box allowing you to socialize with other players.

Best for: User Interface Design
When we signed up for an account, we received a package of $50 worth of coins for $10 and 150,000 Gold Coins to help kick off our gameplay.
The user interface design at Fortune Coins is outstanding, and everything is visible. At the top, you can toggle between the currencies, and as you go down, you’ll see a menu for all the different game types. Here, slots run the game library, but other games such as Keno, Roulette, and War are available.

At Sweeptastic, new players will unlock 2 Sweeps Cash and more than 27,000 Lucky Coins, their equivalent of Gold Coins.
The game library here consists mainly of slots, but there are a few table games, such as Blackjack and Baccarat.

The left side of the page has a menu to get coins, redeem them, and swap between currencies.

Welcome Bonus: 5,000 Loyal Coins + 5 Royal Rubies

Of these sweepstakes sites, Loyal Royal Casino is certainly the most rudimentary of the bunch. There are just 20 games available, though you can enjoy them with the 5,000 Royal Coins and 5 Royal Rubies.
As for other promotions, you can receive a 300% bonus on your first coin package of $4.99. There are more details in our Loyal Royal Casino review.
With so many options to choose from, picking a NY online casino to sign up with can be overwhelming. That’s why we have done all the heavy lifting for you in this guide. Here are the key factors that we look at when reviewing online casinos in NY.
Promotions and bonuses are critical components of sweepstakes casinos in New York. These not only allow you to dive in and play right away, but they assist in sustaining your gameplay without making purchases.
On top of the welcome bonus, we look for sites that offer other promotions to spice up the day-to-day gameplay, such as tournaments, daily drops, races, and more.
With sweepstakes casinos, you’re going to find slots mostly. Slots are the go-to game type found at these sites, which is OK, but we do look for platforms that offer more. Other games could include table games, bingo, keno, or live dealer games.
In addition to the variety and quantity of games, we examine the developers who created the games. From our top 10 list above, we can confirm that the best of the best were used. When you become more familiar with specific developers, you’ll notice that games running smoothly and without bugs make for a gratifying experience.
There might come a time when you want to make a currency package purchase, and having multiple ways to do so is helpful. Most sites only accept debit/credit cards, which is fine, but we give some bonus points to those that offer other methods like PayPal.
As for redemption methods, you’ll only ever find online banking or gift cards. Still, we look to see if other options are available.
In playing at a sweepstakes casino, you technically never need to spend any money, so when you do muster up enough Sweeps Cash to redeem for cash, it’s exciting.
We look for sites that deliver those winnings to you quickly, whether online banking or gift cards. Many sites payout within just a few days, which is a standard we look for.
Whenever you play games online, access to viable customer support is vital to a healthy experience. The methods we commonly find with Sweepstakes Casinos are FAQ, Live Chat, and Email.
The FAQ shows how many run-of-the-mill questions you can answer just by researching here. Next, we engage with the live chat (if available) to test the speed of service and product knowledge.
The sites we’ve recommended are incredibly safe and secure to play at. Still, for new sites, we certainly look into this quite closely. We look for sites that have ties to traditional New York online casinos, but we also research them to see if they’re using competent encryption software to keep customer data safe.
Sure, games, promotions, and bonuses make these sites fun, but having a user interface design that streamlines the entire process is unmatched. As you’ll see in our overviews above, we praise sites that make navigating these sites easy, especially for new players. As a player, your goal is to log onto a site and start playing—there’s no need to learn how to find stuff on the site.
Asking why you should trust us is a valid question.
We at WSN are a site dedicated to curating a platform that provides the most up-to-date information and insight into online gaming sites, whether real money or sweepstakes, across the United States.
Our staff consists of experts we’ve thoroughly vetted to ensure they understand the industry and have hands-on experience with these platforms. This allows them to understand what’s important and what’s not.
We diligently test every website and app that we recommend on WSN, and each one must pass our high standards in order to be featured. Read more about how we rate.
We also hope that pages like this reiterate our level of trustworthiness as we’ve thoroughly researched where you should play in New York.
As of July 2023, online casino play gambling is not yet legalized. There have been recent efforts to bring it to the state, including separate bills for both online casino play and poker, but they didn’t make the annual budget. With that, online casino play will have to wait until 2024 at least.
That said, online sports betting and sweepstakes casinos are legal. Online sports betting has been legal since January 2022, and retail sports betting was legal three years before.
Sweepstakes casinos follow a different set of laws than real-money online casinos, so these are permitted in mostly every state in the United States.
When you log onto a sweepstakes casino, you’ll find they resemble the many real-money online casinos in the six legal states.
But what’s the difference? Why are these allowed, but real-money casinos aren’t?
Sweepstakes casinos don’t use real money for you to play with them. Instead, you have two virtual currencies—Gold Coins and Sweeps Cash. The numerous sweepstakes casinos have varying names, but those are the two types. All sites will have the option to toggle between the two.
Gold Coins are used only for fun. Nothing more, nothing less.
However, Sweeps Cash can be used to exchange for real money or gift cards, depending on the site.
You generate these currencies through the welcome offer, promotions, daily login rewards, or microtransaction purchases if you choose to do so.
At most sites, you need 100 Sweeps Cash to redeem for cash, and they carry a 1:1 value.
So, while you can purchase Sweeps Cash and Gold Coins with real money, there are options available for you to never actually spend any real money, thus creating the difference legislatively around online real-money casinos and these sweepstakes sites.
In New York, online casinos are currently unavailable, and sweepstakes sites serve as a fantastic alternative.
Below, we’ll go over how to get started playing step-by-step. You’ll be impressed by how easy it is.
At the beginning of 2023, bills were introduced that promoted the expansion of iGaming in the state, including online casino and poker play.
On January 17, Assemblyman Gary J. Pretlow filed A01380, a bill for online poker. A couple of weeks later, the DraftKings and FanDuel CEOs lobbied for iGaming legislation to come to New York. Then, a couple of weeks after that, on February 15, Senator Joseph Addabbo proposed S4856, a bill to legalize online slots, table games, and live dealer games.
That same day, the AGA reported that New York represented 13.7% of the market share in sports betting ($1.37 billion Gross Gaming Revenue). While these are sports betting figures, it does illustrate New Yorkers’ penchant for iGaming, which could trickle down to online casino play.
However, on March 15, it was discovered that iGaming legislation didn’t make the annual budget, so it was off the table for 2023.
Moving forward, a 2024 launch seems more than doable. Nearby, New Jersey and Pennsylvania both have legal online gambling, and New York would benefit significantly from the tax income it would offer.
Expect more of a push for iGaming in 2024 in The Empire State.
While we might be a year or so away from online casino play officially coming to New York, it’s as good a time to speculate what sites we could see launch.
The easiest way to predict which online casinos will launch is to look at the roster of online sportsbooks with an online casino platform in other states.
Of the online sportsbooks in the state that also have an online casino, these include BetRivers, Caesars, DraftKings, FanDuel, BetMGM, PointsBet, and WynnBET.
FanDuel and DraftKings’ CEOs have already been vocal in lobbying for it, so it’s safe to say they’d both launch when it becomes available.
Here’s some information about a few of these sites:
DraftKings Casino: Comes equipped with a game library of more than 1000s titles, including numerous exclusive options. The welcome bonus is a 100% deposit match worth $2,000.
FanDuel Casino: It also has numerous titles but comes with two vital promotions. First, the welcome bonus will pay back up to $1,000 in net losses after the first 24 hours of play. Second, the Reward Machine is a daily wheel you can spin with a chance to win up to $2,000 in bonus funds.
BetRivers Casino: In addition to a sweepstakes platform, BetRivers has a real-money online casino. The welcome bonus here is a 100% deposit match worth up to $250 and offers games from top casino game developers such as IGT, NetEnt, AGS, and more.
While online casinos are not legal, retail casinos are and there are plenty of in-person options available to New Yorkers. Below you can find information on every land-based casino in New York.

You’ll find numerous offers at online sweepstakes casinos that may or may not be available when you check them out. The list below consists of offers that we’ve seen during our research.
At online sweepstakes casinos, you never make “deposits,” per se. Instead, you can make optional coin package purchases to replenish your account to continue playing or wait for another bonus.
With these bonuses, you can purchase a combination of the free-to-play currency and Sweeps Cash equivalent for a reduced rate.
At most online sweepstakes casinos, you’ll receive a package of coins and Sweeps Cash after signing up. For example, at Stake.Us, you’ll receive 25 Stake Cash + 250,000 Gold Coins instantly.
Sweepstakes casinos often offer players daily login bonuses, typically for gold coins, which help keep you engaged with the games in this “free” capacity.
Like free spins at a traditional real-money casino, you might find opportunities to receive a specific number of free spins to use on a game. The number of these free spins can vary.
Some Sweepstakes casinos offer VIP Programs that give you additional perks and benefits for playing on the site. For example, Wow Vegas offers players Star System VIP. This consists of six tiers where you earn customer support, monthly bonuses, daily login rewards, personal account hosts, and more.

Regarding Sweepstakes Casinos, most don’t have dedicated New York online casino apps you can download from the Apple App or Google Play Store. However, a few do, enhancing the gaming experience beyond playing on the mobile web browser.
Sites like High 5 Casino have one that is available in these stores.
However, other sites like Sweeptastic, Global Poker, and Stake.Us have a mechanic available to create an icon on your home screen that makes an instant link to the mobile web browser site.
What kind of casino games can New Yorkers look forward to playing when legal casino gambling becomes available?
Slots are the most accessible game at casinos, both online and at retail sites. There’s no strategy to develop in using these; only wagering a certain amount, spinning the wheel, and hoping for a win.
Now, there are some aspects you can control in terms of investigating if a game has bonus rounds, such as free spins, Return to Player Percentage, and several paylines.
There are numerous variations of online blackjack, but the game’s core is to get as close to or land on 21 while competing against the dealer. Each card has a value that reflects the number on it. Jack, Queen, and King count as 10, and the Ace is 1 or 11.
During a game, you’ll have decisions to make.
There are a lot of nuances to the game, but in the end, you’ll want to have a hand with a value of 21.
With Roulette, the goal is to predict the outcome of where the wheel lands based on the wager made. Numerous types of bets are broken down into two categories—inside and outside.
These wagers include picking an individual number, red, black, high, low, or in dozens. The types of bets can depend on the variant you’re playing.
Baccarat is another table game that requires cards and the values of each card. Here, three outcomes are: The Player wins, Banker wins, and a tie.
The values of each card are as follows:
These are the different types of bets:
Craps is a dice-based where you’ll wager based on the roll’s outcome. There are numerous types of wagers here, with the most well-known being pass line, don’t pass, come, and don’t come. Pass Line bets it’s one of the more common ones where players win if the first roll of the new round results in a 7 or 11. Two dice are six-sided. The bet loses if the first roll is a 2, 3, or 12. If the result is somewhere between those results, that number is established as the “point,” which will be a win for you if it’s rolled again before seven hits.
The other popular wager, a Don’t Pass Bet, is essentially the opposite, with the only difference being that if a 12 is rolled, it’s a tie.
Video poker combines traditional poker and slots. After selecting what game to play and what bet to place, the cards will be dealt to you, and you’ll choose what cards to keep and discard. You’ll then evaluate your hand and collect your winnings should you win.
It’s a streamlined process.
Live dealer games consist of table games that offer as close to an in-person experience without being on-site. Instead, you’ll be brought into a live lobby to interact with a real host and play against other online players.
In New York, brick-and-mortar casino play is legal, but online play isn’t.
Retail casinos first started popping up in the state following the Indian Gaming Regulatory Act, getting passed in 1988. The retail casino floodgates were officially opened as three tribal operations opened seven brick-and-mortar sites.
Today, multiple decades later, you can play casino games at more than two dozen sites. These qualify as tribal casinos, commercial, and racinos. Racinos are a combination of horse racing betting and casino games.
As for online casinos, there has been legislative action on this front, including two bill proposals in January 2023 in February 2023. In January, Assemblyman Gary J. Pretlow filed A01380 for online poker play. Sen. Joseph P. Addabbo proposed S4856, iGaming legislation to legalize online slots, table games, and live dealer games in February.
As of March 2023, iGaming legislation didn’t make the annual budget, so that it won’t become legal this year. As of July 2023, we look to 2024 and beyond for legal online gambling.
Players can technically access offshore online casinos such as Bovada, BetOnline, BetUS, and more in New York and every other state in the United States.
While these may offer appealing welcome bonuses and other promotions, you have to consider this—these sites are licensed, regulated, or protected by any US law meaning there’s a chance you could never receive your welcome bonus, promotions, or even the money that you won.
We highly recommend avoiding these because of the thorough uncertainty surrounding all aspects of what makes online gambling enjoyable.
In New York, there are two primary resources to consult with if you’re experiencing problematic gambling habits.
These include the National Problem Gambling Helpline and the New York Council on Problem Gambling.
Real-money online gambling might not be available in New York as of July 2023, but the online casino gaming scene, thanks to sweepstakes casinos, is helping keep players interested. However, even when real money gambling does go live (likely in 2024), sweepstakes casinos will still have a place as these offer players stress-free alternatives that can also be used to devise strategies on games like blackjack before playing for real money on each hand.
Suppose you have yet to try out a sweepstakes casino. In that case, we recommend exploring one of the top 10 from our list above and encourage you to review this page as you descend into the sweepstakes casino landscape.
