Apr. 2026: US online casinos set a new all-time monthly revenue record in March 2026: $1.06 billion across the seven licensed iGaming states - up 17.7% year-over-year, surpassing the previous record of $1.04 billion set in December 2025.
Apr. 14, 2026: Maine signed a sweepstakes casino ban into law (LD 2007), barring the dual-currency model. Several other states, including Florida, Mississippi, Virginia, and Indiana, are advancing similar legislation.
Apr. 1, 2026: New York Governor Kathy Hochul and the NYSGC proposed banning licensed operators from using AI to target bettors with personalized promotions.
Mar. 24, 2026: BetMGM announced it will phase out credit card deposits from March 31, following FanDuel and DraftKings. Credit card funding is now effectively gone across all major US online casinos.

Jan.26, 2026 - Iowa's Senate File 2051, which sought to remove the smoking exemption for casinos, is rejected by a Senate subcommittee due to industry concerns about competitive disadvantages, though Senator Tony Bisignano insisted a ban is still "coming soon."

Oct. 2021: Connecticut's online casinos launch. Just five months after legalization, the state's unique duopoly market goes live, with FanDuel (partnered with Mohegan) and DraftKings (partnered with Foxwoods) as the two exclusive operators.
May 2021: Governor Ned Lamont makes online casinos legal in Connecticut. FanDuel and DraftKings went live the same year.
Jan. 2021: Michigan launches online casinos and sports betting. This date marks one of the largest market launches in USA history, as multiple operators go live on the same day, creating what would soon become a billion-dollar-a-year market.
Jan. 2021: First Circuit Court sided with the New Hampshire Lottery Commission against the DOJ, confirming that the Wire Act only applies to sports betting. This decision, which the new administration did not appeal, secured the legal foundation for interstate online poker and iGaming.
July 2020: West Virginia's first online casino launches. A year after legalization, West Virginia's first iGaming site goes live, making it the fourth state to officially enter the market.
March 2020: The COVID-19 pandemic forces the shutdown of land-based casinos nationwide. This event causes a massive surge in revenue for existing online casinos in NJ and PA and is widely seen as the primary catalyst that accelerated iGaming legislation and launch timelines in other states.
Dec. 2019: After passing the House and Senate in December 2018, Governor Rick Snyder vetoed Michigan’s online gambling bill, citing budgetary concerns. However, it was signed by his successor, Governor Gretchen Whitmer, in December 2019.
July 2019: Pennsylvania's first online casinos go live. Nearly two years after legalization, the first iGaming sites launch in the state. The market's high tax rate and slow rollout were points of concern, but it quickly grew to become one of the largest in the nation.
March 2019: West Virginia becomes the fifth state to make online casino gambling legal.
Nov. 2018: The DOJ reverses its 2011 Wire Act opinion, claiming it applies to all forms of interstate online gambling, not just sports. This created significant legal uncertainty for state lotteries and online casinos.
May 2018: In Murphy v. National Collegiate Athletic Association, the court struck down the 1992 federal law (PASPA) that banned sports betting. This decision, while specific to sports, affirmed states' rights to regulate gambling and ignited the nationwide expansion of both sports betting and online casinos.
Oct. 2017: Pennsylvania Governor signs the state's online gambling bill into law. The first legal online casinos went live in 2019.
Nov. 2013: Delaware becomes the first USA state to launch full-scale real-money online casino gambling. New Jersey follows a few days later.
April 2013: Nevada launches the first legal, real-money online gambling site. Ultimate Poker went live, making Nevada the first state with legal online gambling. However, the market was (and remains) restricted to online poker only, not casino games.
Sept. 2011: The DOJ responds to the request from New York and Illinois regarding the sale of lottery tickets online. The DOJ concluded that the Wire Act only pertains to sports betting. This paved the way for states to use their Tenth Amendment rights to offer all forms of online gambling, excluding sports betting.
April 2011: Black Friday happens. The DOJ shut down online poker and casino sites still operating in the USA post-UIGEA.
Dec. 2009: New York and Illinois ask the DOJ to clarify whether or not the Wire Act applies to online lottery ticket sales. As the tickets would be sold by a state entity (i.e., based in the US), this wouldn’t contravene UIGEA.
Oct. 2006: The Unlawful Internet Gambling Enforcement Act of 2006 (UIGEA) shuts down the USA online gambling industry. UIGEA made it illegal for gambling companies not based or licensed in the USA to process payments from USA residents.
2000 to 2006: Online gambling wasn’t regulated at the federal or state level during this period. Operators were based offshore and offered their services in dozens of countries in addition to the US.

Online Casino Legal States
Currently, these seven states have legal online casino games for real money:
Connecticut
Connecticut is one of the smallest online casino gaming states in the US, but it’s also one of the most forward-thinking. Governor Ned Lamont signedHouse Bill 6451 into law on May 25, 2021. That opened the door to legal online casino gambling in Connecticut, along with poker.
Bucking the trend in other top online casino states, Connecticut’s two licensed sites went live within weeks of House Bill 6451's signing. Those sites, DraftKings and FanDuel, are linked to Connecticut’s two tribal casino operators, the Mashantucket Pequot and the Mohegan Tribe.
In an effort to give residents access to more of the best casinos online, Connecticut lawmakers introduced a bill that permits interstate agreements. If written into law, SB 1464 would allow people in Connecticut to access and play alongside their counterparts in other states.
Delaware
Delaware online casino regulations were introduced in 2013, and three operators, Williams Interactive, Scientific Games, and 888 Holdings, became the first license holders.
It’s never been the most active state in terms of online casino gaming, which is why the state’s regulator, the Delaware Lottery, has been receptive to change. For example, in 2024, Delaware added sports betting to its list of regulated activities alongside poker and casino gaming.
Another important change came a year before, in 2023, when Rush Street Interactive replaced 888 Holdings as the Delaware Lottery’s official software provider. The deal made BetRivers the sole online casino platform in the state. Three retail casinos are connected to BetRivers, but they all share the same underlying software.
Michigan
Michigan lawmakers did a two-for-one deal for residents in 2019 when they simultaneously approved the Lawful Internet Gaming Act and the Lawful Sports Betting Act. Both bills were signed into law by Governor Gretchen Whitmer, which handed control of the industry to Michigan’s Gaming Control Board (MGCB).
The MGCB initially started issuing licenses in 2020. However, due to COVID-19 shutdowns, the process took longer than expected. Eventually, the first 10 real-money online casinos launched in 2021.
In line with state regulations, online sites in Michigan must be linked to land-based casinos and/or tribal gaming operators, such as the Lac Vieux Desert tribe.
Under Governor Chris Christie, the New Jersey Division of Gaming Enforcement was given the green light to license online operators. With Atlantic City already a hub for land-based casinos, there were plenty of operators wanting a license.
Brands have come and gone over the years, but there’s always a core group of eight real-money online casino sites in New Jersey. These casino sites need a land-based partner. Pennsylvania has always been a betting-friendly state with legalized horse racing betting dating back to 1959. Land-based casinos came to the fore in 2006, two years after the Pennsylvania Gaming Control Board was formed.
Following the success of Pennsylvania’s first casino, Mohegan Sun at Pocono Downs, more opened their doors. Today, there are 17 land-based casinos in Pennsylvania, all of which have formed a foundation for 34 different online gambling sites.
Regulations were passed in 2017, but it took two years for the first real-money online casino in Pennsylvania, SugarHouse, to launch. Since then, Penn Entertainment has become one of the state’s top operators with an online casino (Hollywood) and two sportsbooks (ESPN Bet and theScore Bet).
Rhode Island is something of an outlier within the US online casino gambling scene. Regulations, which became law in 2023, give the State Lottery sole control over the industry. West Virginia’s House Bill 2934 became law in March 2019. That bill made online poker and casino gaming legal for anyone in the state aged 21 or older. How I calculate Bonus EV:
EV = Bonus amount − (Bonus amount × WR × house edge) Example: $250 deposit → $250 bonus, 15x WR, 4% house edge (96% RTP) EV = $250 − ($250 × 15 × 0.04) = $250 − $150 = ~$100
EV scales linearly with deposit size. Deposit $500 at BetMGM, and the EV roughly doubles to ~$200. Max out at $1,000, and it's ~$400. The wagering requirement percentage stays the same, your deposit size determines the absolute value.
