Where Is DFS Legal in the US?

DFS is available in 45 states and Washington DC. It’s illegal in Hawaii, Idaho, Montana, Nevada, and Washington. Of the 46 places where you can play, 28 (including DC) have a fantasy sports law. The other 18 have none, so apps there operate in a legal gray area.

Pick’em is where most of the restrictions sit, and states treat its two versions very differently. In house pick’em, you play against the app’s projections at fixed multipliers. In peer-to-peer (P2P) pick’em, you compete against other users for a prize pool. House pick’em is banned in 19 of the states that allow DFS, but 11 of those 19 allow the P2P version, which is why the same app can offer you a different game than it offers someone two states over. Regulators target operators rather than players, so the practical risk is a contest type disappearing from your lobby, not trouble for you.

In the table below, “Not addressed” means the state has no law or ruling on that format either way. Most states with a fantasy law also set a minimum age and decide whether contests can include college players. Where the table says set by app, there's no state rule and each app decides.

Table footnotes:

1. California’s Attorney General issued an opinion in July 2025 that all paid DFS breaks state law. It’s advisory, not binding, and no enforcement has followed. Major operators still offer peer-to-peer contests there.

2. Alabama requires each pick to combine at least two athletes.

3. Arkansas’s regulator said in 2024 it treats peer-to-peer pick’em as sports betting. Major operators still offer it.

4. Wyoming’s regulator opposed peer-to-peer pick’em in 2023 and 2024, but hasn’t challenged it since.

5. Colorado requires every fantasy contest to combine at least three athletes, under a rule that took effect in March 2026.

6. Louisiana approves DFS parish by parish, so availability varies inside the state.

7. Massachusetts draft rules from July 2026 would formally limit fantasy contests to player vs player.

8. Illinois passed its fantasy law in June 2026. Existing operators can keep running while the Illinois Gaming Board finalizes licensing rules, which may add further restrictions.

9. Virginia’s new fantasy law took effect July 1, 2026.

Types of DFS Contests

The apps on this page offer six ways to play DFS, and each one asks for a different kind of homework. Some reward hours of research across a full slate of games, others take two minutes on your phone before tip-off.

Salary Cap

Salary cap is the format daily fantasy started with. You get a set budget, every player carries a price, and you build a full roster that fits under the cap. Stars cost the most, so the real skill is finding cheap players who outscore their price. Your lineup earns fantasy points from real stats and gets ranked against everyone else in the contest, whether that’s one opponent or thousands in a tournament.

Drafts and Best Ball

In a draft, you and a group of other users take turns picking players until every roster is full, so once a player is gone, nobody else in that draft can have him. Best ball adds a twist: you never set a lineup. The app counts your top scorers at each position automatically, so a big game from a bench player still counts. It’s the closest DFS gets to a season-long league, without the weekly lineup management.

Pick’em

Pick’em skips the roster entirely. The app posts a projected stat line for a player, say 64.5 receiving yards, and you call it More or Less. You combine two or more picks into one entry, and every pick you add raises the payout multiplier. Most apps let you choose between an all-or-nothing entry that pays the full multiplier only if every pick hits, and a safety-net version that pays less but survives a miss.

Team Picks

Team Picks adds a team result to a pick’em entry. Alongside your player picks, you take a side on the game itself, such as a team to win, cover the spread, or go over the total points line. The team pick counts as one more pick in the entry, so it has to hit along with everything else.

Athlete Matchups

Instead of a stat line, you get two athletes and pick which one posts the higher fantasy score. It’s a straight head-to-head read, which makes it easier when both players are in similar spots, like two receivers facing weak secondaries. You string several matchups into one entry, and the payout grows with the number of matchups you get right.

Parlay Leaderboards

This format borrows from the sportsbook side. You build parlays from spreads, totals, and player props, then enter them in contests against other users. Some contests pay a fixed multiplier when your parlay hits, while leaderboard contests like Wanna Parlay’s weekly Main Event pay the users who finish at the top.

DFS vs. Pick'em: What's the Difference?

The biggest difference is how you get paid. In salary cap and drafts, your payout depends on where you finish against everyone else in the contest. Pick’em shows you a target payout before you lock in, and it rides on your picks hitting. In peer-to-peer pick’em, how your entry ranks against other users’ entries can still move the final number.

The time commitment is different too. A good salary cap lineup takes research across the whole slate, and you’re up against players who build hundreds of lineups a night. A pick’em entry takes a few minutes and a small fee.

One thing to know before you start on pick’em: the multipliers have a margin built in, and it widens with every pick you add. A six-pick entry needs a hit rate that very few players can keep up, so two and three-pick entries are where the math is kindest.

Which one fits comes down to how you like to play:

• Salary cap if you enjoy the prep and want a shot at large tournament prizes.

• Pick’em if you want to be in and out in two minutes before kickoff.

This Week’s DFS Line Check: Cowboys at Packers

Pick’em apps don’t all post the same line for the same player. A lower line makes More easier to hit, and a higher line makes Less easier, so the app you pick can matter as much as the pick itself. To show how much they differ, we pulled every passing, rushing, and receiving yards prop for Cowboys at Packers from Underdog, PrizePicks, Sleeper, and DraftKings Pick6.

Here are the lines for five of those players, pulled the same morning:

Ryan Flournoy is the clearest case: his line at Underdog was 8 yards higher than at PrizePicks or Sleeper. Taking More on him at Underdog meant needing a much bigger game for the same pick to hit.

Across all 20 props that at least two apps shared, this is how often each app posted the lowest line (best for More) and the highest line (best for Less):

Underdog sat at one extreme or the other on 17 of its 18 props, so it’s always worth checking before you lock in a pick. On receiving yards, it posted the highest line on 7 of 12 props, which made it the spot for Less. Pick6 had the lowest line most often, which makes it the first place to look for More.

DFS Apps vs. DFS Sites - How to Choose

DFS apps

DFS apps are built for speed.
