The story of gambling in Pennsylvania begins in 1959 when the Race Horse Industry Reform Act was passed. The 1960s saw the first horse race on which you could legally gamble, which took place at the Liberty Bell racetrack in Philadelphia. The state improved its horse racing infrastructure over the decades, with the construction of tracks like Pocono Downs and Penn National.
In 1971 the Pennsylvania Lottery Act was passed, with legal bingo arriving a decade later. The laws could not become active without changes at the federal level, which occurred in May 2018 when the Supreme Court overturned PASPA.
Pennsylvania ultimately became one of the first states to launch its online gambling industry, when the SugarHouse online platform launched in 2019.
