Yes, sports betting is legal in Pennsylvania for adults aged 21 and older. The Pennsylvania Gaming Control Board (PGCB) oversees all gaming activities in the state, including regulating sports betting at online and retail sportsbooks.

PA Sports Betting Law

All betting and gaming in Pennsylvania is regulated by the PGCB, and in 2017 the gaming act was expanded to include sports betting, pending federal authorization.

In May 2018, the US Supreme Court overturned the federal ban on sports betting (PASPA). This gave states control over betting laws, and PA sports betting regulations were soon enacted. Prospective online sportsbooks must partner with a retail casino or gaming venue in the state, as online sports wagering certificates are only awarded to existing licensees, not standalone online platforms.

Under Pennsylvania sports betting laws, users must be aged 21 or older and physically located in PA when using the betting site.

What You Can and Cannot Bet On in PA

Current Pennsylvania sports betting regulations have a fairly brief remit, permitting “professional or collegiate sports or athletic event(s) or a motor race event” plus other events specifically approved by the PGCB. In short, this covers a wide range of events including in-state college sports betting.

There are some restrictions, however. These betting categories are not permitted in PA:

However, the PGCB states that these don’t fall under the general definition of sports or athletic events, so it cannot approve wagering on them.Legislators have attempted to amend the statutory definition to legalize esports betting, but these bills have made little progress in the House. Yes, Daily Fantasy Sport (DFS) is legal in Pennsylvania and there are currently ten licensed DFS apps in PA. Fantasy contests were defined in law in 2017 as part of the expansion of the gaming act, separate to sports betting. DFS contests are authorized under 4 Pa.C.S.
