We don’t expect to see a lot of action on the Dolphins' moneyline on Sunday, but the 12.5 spread will tempt bettors. With Miami desperate for a win and showing a massive improvement on offense in week two, many are expecting this team to come out swinging, keeping the game close. Third-year referee Alan Eck and his crew will be working this Thursday Night Football matchup. While he is still settling into the head role, Eck has already established a reputation for favoring the home team. In 2023, the home team won in 81.25% of the games Eck worked, which is well above the national average of 56.14%.
Last season wasn’t much better, as home teams won 68.75% of games officiated by this crew. While scheduling and other factors can explain some of Eck’s odd winning percentage stat, it is also possible that the cheers and boos of the home crowd may influence this crew.

Over the last two seasons, Ronald Torbert has called a lot of penalties. His crew has blown the whistle 468 times in the previous two seasons, which is the most in the league. He has called the second-most penalties through the first two weeks of the 2025 season, suggesting this matchup is going to feature plenty of flags.
The total of this game is set low, but maybe not low enough. Both teams will be starting their backup quarterbacks, meaning the offenses won’t have their usual flair. It also means that we can expect the offensive line and the new quarterback to be on the same page. This can lead to illegal shifts, false starts, holdings, and more.
A lot of penalties will slow this game down, making it hard for these two backup quarterbacks to get into a rhythm. That has us expecting a low-scoring game, and makes the under a far more appealing bet.

Shawn Hochuli has a reputation for calling a tight game, resulting in many penalties. While there isn’t a side of the ball or game that he tends to favor, he consistently finishes in the top five of the league in penalties.
The Commanders have a great team, but will be without quarterback Jayden Daniels. While backup Marcus Mariota is a great second option, he lacks the talent of Daniels. He also hasn’t worked much with this offense, which has yet to show the edge they had in 2024.
The Commanders rank towards the top of the league in penalties this season. They are making mistakes on both sides of the ball, and a quarterback change isn’t going to help that. Those mistakes will set them back and open the door for a desperate Raiders team to earn its second win.
