PA Online Casinos Licensing and Regulation
Online gambling has technically been legal in Pennsylvania since 2017, although the first online gambling sites weren’t launched until 2019.
| Pennsylvania Casinos Legalized | 2017 |
|---|
| Regulatory Board | Pennsylvania Gaming Control Board (PGCB) |
|---|
| Legal Gambling Age | 21 |
|---|
| Total Number of Legal Online Casinos | 21 |
|---|
| Online Gambling Revenue Tax | 54% on slots; 16% on table games and poker |
|---|
The passing of Bill HB 271 by the Pennsylvania Senate in 2017 was the first step toward legalizing online gambling. An amendment to the Pennsylvania Race Horse and Development Act of 2004, it expanded legal gambling to include authorized online casinos.
However, it wasn’t until 2018 that each state was able to fully take control of their gambling laws. The change occurred when the Supreme Court struck down the Professional and Amateur Sports Protection Act (PASPA), which had regulated gambling on a federal level. This paved the way for legal online gambling to launch in PA the following year.
All forms of online gambling are legal in PA, including online casinos, sports betting, video poker, fantasy drafts, and online lotteries.
You can even find games at the Pennsylvania online lottery, or iLottery, that you can’t typically find at online casinos. Which led to online casinos complaining that the iLottery was offering casino-style games without having to pay a casino license fee.
The Pennsylvania Gaming Control Board is responsible for overseeing the online gambling industry in the state. The PGCB deals with all aspects of the industry, from licensing to legislation.
Hollywood Casino was the first online casino to launch in PA on July 15, 2019. Since then, the state’s online gambling space has grown to include 19 online casinos. Online casinos generate around $1 billion in revenue each year for the state of Pennsylvania.
Online Casinos to Avoid
There are currently 19 licensed online casinos in Pennsylvania, offering you plenty of secure choices for online gaming. However, offshore online casinos are still preying on PA residents and advertising themselves as fully legal, which they aren't. It’s important to avoid registering or playing on these blacklisted online casinos platforms.
Here are three sites that players in PA should stay away from:
Bovada Casino: Bovada is prohibited in Pennsylvania. Even the state sent them a cease-and-desist letter for their unfair practices. The offshore casino did not have a license to operate in PA despite advertising itself to players here.
Raging Bull Slots: Raging Bull also has not shown evidence of a valid license to operate in Pennsylvania. There have been frequent reports of unresolved payments as well as issues with account verification.
21 Dukes Casino: 21 Dukes has had a number of complaints about their poor customer service and payment problems. Avoid any casino that doesn’t treat its players well.
What Games Can You Play at Pennsylvania Online Casinos?
You can play just about every type of casino game at PA online casinos. This includes live dealer games, slots, arcade games, and online poker. Here’s our list of the types of games you can expect to see at your favorite online casino.
Online Slots Games
There are thousands of slot games available at PA casinos. Top software developers like Pragmatic Play, IGT, and Play'n Go partner with online casinos to bring a full lineup of some of the best slot games. These games can vary widely with different jackpots, RTPs, bonus features, and designs/themes. Slots appeal to all types of players, from beginners to experienced high-rollers.
For the best chance of a high payout, I recommend a progressive jackpot game like Age of the Gods. You can also spice up your play with fun in-game features, like tumbling reels or Megaways games.
Tumbling reels drop down with new symbols when you land a winning payline, which can result in multiple wins on a single spin. Megaways change the size of active symbols to increase your chance of a winning payline. My personal favorite is the western-themed Bonanza Megaways.
If you enjoy slots, you might also like Slingo, a combination of slot games and bingo. Each spin of the slot reel lands numbers that you use to fill a line on a bingo card. You can even find Slingo versions of your favorite slots, like Slingo Starburst and Slingo Cleopatra.
Table Games
Table games are a staple at online casinos in PA. You’ll find popular casino table games like roulette, blackjack, craps, and baccarat. As well as other games, including Three-Card Stud, Texas Hold’Em, or War.
Online casinos will often offer multiple versions of a table game with different betting limits or other unique features like side bets. FanDuel and BetMGM real money casinos offer their own exclusive versions of table games. For example, FanDuel Casino has a series of sports-themed blackjack tables, including hockey, football, and basketball.
Table games are managed by a computer-generated dealer, who may or may not be visible on screen. The big advantage of virtual table games over live dealer tables is that you are in control of the game, meaning you can choose when to deal the next hand and when to take a break without worrying about losing your seat.
If you want to learn how to play any of these table games, we have covered each of them in our online casino guides, where you can also pick up a couple of tips and tricks before you start playing.
Video Poker
There are many types of video poker available in PA, such as Jacks or Better and Deuces Wild. It simplifies poker by asking the player to just make a few simple clicks to deal, hold, and discard cards.
You’ll find versions that simulate the old electronic poker games that existed in physical casinos, as well as more modern takes on the game. In 2024, software developer Evolution Gaming launched a new version of live video poker that allows players to play up to 100 hands at once. You can find this game in any of the best video poker casinos.
As well as video poker, sites like Borgata, BetMGM, and BetRivers host their own poker rooms that let you play sit’n’gos and ring games with players all over Pennsylvania.
Live Dealer Games
Live dealer casinos recreate the feel of playing table games with a professional dealer. These games are offered through a livestream, and some can be played 24/7 to suit your schedule. Live dealer tables include games like blackjack, poker, baccarat, roulette, and craps.
They are popular because of the unique experience they provide players. They’re more social than other online casino games, as live chats can provide interaction with the dealer and with other players. If you prefer a solo experience, you can also reserve a private table with your own exclusive dealer.
The world of live dealer games has also spawned a series of unique hybrid games, incorporating both elements of classic casino games and more modern gaming software. Games like Lightning Roulette introduce RNG jackpots into the classic format, while games like Crazy Time put the player at the center of their very own personal gameshow.
Other Games
Specialty games offer something a bit different for online casino fans. Depending on the PA online casino, you’ll find anything from lotteries to arcade-style games.
Asian casino games are becoming increasingly popular in the US.
Sic Bo is a dice game from China that requires players to bet on the outcome of three dice rolled by the dealer.
Super Sic Bo adds multipliers to the regular game.
Pai Gow is a domino-based game where players are dealt hands and must group them into pairings.
There’s also a variant of poker called Pai Gow Poker that combines elements of both games.
Arcade games are also offered at many casinos. These might include spin-to-win games like Wheel of Fortune. LuckyTap games allow players to launch an object at a target, like a basketball into a net. Popular real-life games like Monopoly, Yahtzee, and Deal or No Deal can also be found at online casinos.
Some also have fish table games, a type of arcade-style game that you’re more likely to see at sweepstake or social casinos than at regular online casinos, which was a nice surprise.
PA Online Casinos Payment Methods
When playing at PA online casinos, you’ll find most platforms support a reliable set of casino payment methods tailored for players in the state. Common deposit options include credit and debit cards, PayPal, online banking, and ACH (eCheck), all of which are widely accepted across licensed casino operators in Pennsylvania. The best US online casinos also offer branded Play+ cards, which are popular for their fast processing and easy withdrawals. American Express is accepted at some PA casinos, though not as widely supported as other card types.
Withdrawals in PA are generally smooth, especially when using methods like PayPal or Play+, which often deliver funds within 48 hours. Online banking and eChecks may take a bit longer.
While most major methods are available, one notable exception is Apple Cash, which is not yet supported at PA online casinos. While Apple Cash is restricted, you may still be able to deposit using a linked credit or debit card.
All transactions are protected by strict security protocols, as required by the Pennsylvania Gaming Control Board, ensuring your personal and financial information stays safe.
